In 2023, RAISE Grants funded over 160 projects, supporting municipalities, counties, port authorities, tribal governments and MPOs across a number of multi-modal and multi-jurisdictional projects. The goal of the RAISE program is to fund surface transportation projects that will have a significant local or regional impact that advance the Departmental priorities including; safety, equity, climate and sustainability.

Who is eligible to apply

States, District of Columbia, any territory or possession of the United States, a unit of local government, a public agency or publicly chartered authority established by one or more States, a special purpose district or public authority with a transportation function, including a port authority, a Federally recognized Indian Tribe or a consortium of such Indian Tribes, a transit agency, a multi-State or multijurisdictional group of entities that are separately eligible.

Planning Projects

As part of the RAISE Notice of Funding Opportunity activities eligible for funding under the RAISE planning grants are related to the planning, preparation, or design— for example environmental analysis, equity analysis, community engagement, feasibility studies, benefit-cost analysis, and other pre-construction activities.

In addition, activities eligible for RAISE planning grants include those related to multidisciplinary projects or regional planning such as the development of master plans, comprehensive plans and transportation corridor plans including those that seek to reduce conflicts with non-motorized traffic.

Importance of Data Collection

Data plays a pivotal role within the award, with planning grant applications required to include data on the problem intended to be addressed. Recipients and subrecipients are encouraged to incorporate program evaluation including associated data collection activities from the outset of their program design and implementation to meaningfully document and measure the effectiveness of their projects and strategies.
